Meet Laura

Councilwoman Laura Koval is a dedicated public servant, honored to represent District 3 as a Councilmember in the beautiful City of Santee, California. With a deep-seated commitment to fostering civic pride and prosperity, Laura stands tall as a passionate advocate for her community.

Laura Koval, a native of San Diego’s East County and a longstanding resident of Santee’s District 3, embodies the Santee Spirit. Her strategic approach to governance, coupled with a strong emphasis on collaboration and inclusivity, has led to the successful implementation of initiatives aimed at enhancing the city’s infrastructure, promoting economic vitality, and improving the quality of life for residents.

Her professional trajectory spans diverse arenas, reflecting her versatility and commitment to service. Before assuming her role in local government, Laura amassed invaluable experience in the non-profit sector as the Director of the Santee Boys and Girls Club; the private sector as the Director of Ticket Customer Services for the San Diego Padres; and the public sector as the Director of Park and Recreation at Santee Lakes Recreation Preserve, contributing to her well-rounded perspective on governance and community development.

Laura assumed the role of Director of Park and Recreation at Santee Lakes Recreation Preserve in December 2014, where her innovative Dynamic Vision Plan (DVP) transformed traditional park planning. Under her guidance, Santee Lakes witnessed over $14 million in park improvement projects and the planting of over 300 trees, all funded through guest user fees—an innovative financial model in the realm of park and recreation.

Laura’s extensive community involvement mirrors her dedication to enriching Santee and its surrounding areas. Her roles as Chair of the Santee-Lakeside Emergency Medical Services Authority (SLEMSA), MTS Board Member (alternate), and East County SANDAG Borders Committee Representative highlight her commitment to public service and regional development.

Laura’s recognition as a 2018 “WILL” Woman in Leadership and 2018 San Diego East County Woman of Distinction are testaments to her enduring commitment and impactful contributions to the community she calls home.

Laura’s journey into public service stems from a lifelong dedication to community involvement and advocacy. Her experience and leadership have been instrumental in driving positive change and ensuring the voices of her constituents are heard and valued.

A Strong History

Laura’s journey is woven into the fabric of East County and Santee, having been born at Grossmont Hospital and raised in El Cajon and Lakeside. Notably, her academic ability at El Capitan High School, where she earned the distinction of salutatorian and gained entry into their esteemed Athletic Hall of Fame, speaks volumes about her dedication and drive from an early age.

Laura’s collegiate tenure at San Diego State University stands as a testament to her leadership and athletic talent. A track and field scholar-athlete, she not only excelled academically but also served as the Track and Field Team Women’s Captain. Her senior year was marked by her representation of all female athletes in SDSU sports, showcasing her ability to lead and advocate for her peers.

Beyond her professional and civic engagements, Laura remains deeply connected to her roots. Married to JP and a mother of two daughters, Laura’s familial ties and upbringing—her father serving as a police captain for El Cajon Police Dept. and her mother overseeing the Veteran’s Affairs Dept. at Grossmont College—underscore her values as an advocate for public safety and girls/women’s sports.

A cool fun fact: Laura’s great grandparents resided in the very home that now houses Cafe 67 in Lakeside.

Laura Koval named 2018 Woman in Leadership by the San Diego East County Chamber of Commerce

Notable women throughout the region were recognized at the event and the most outstanding nominees were selected as the 2018 WILL Awardees. Nominees are San Diego County residents who have demonstrated exemplary character, integrity and outstanding leadership, not only in their field, but in their community. Previous awardees include Gaslamp Quarter entrepreneur Ingrid Croce; District Attorney Bonnie Dumanis; prominent San Diego businesswoman, Patti Roscoe; CEO of Girl Scouts San Diego, Jo Dee Jacob; and San Diego’s former First Lady, Rana Sampson.
