Before assuming her role in local government, Laura amassed invaluable experience in the non-profit sector as the Director of the Santee Boys and Girls Club; the private sector as the Director of Ticket Customer Services for the San Diego Padres; and the public sector as the Director of Park and Recreation at Santee Lakes Recreation Preserve, contributing to her well-rounded perspective on governance and community development.<\/p>\n
Laura assumed the role of Director of Park and Recreation at Santee Lakes Recreation Preserve in December 2014, where her innovative Dynamic Vision Plan (DVP) transformed traditional park planning. Under her guidance, Santee Lakes witnessed over $14 million in park improvement projects and the planting of over 300 trees, all funded through guest user fees\u2014an innovative financial model in the realm of park and recreation.<\/p>\n
Laura’s extensive community involvement mirrors her dedication to enriching Santee and its surrounding areas. Her roles as Chair of the Santee-Lakeside Emergency Medical Services Authority (SLEMSA), MTS Board Member (alternate), and East County SANDAG Borders Committee Representative highlight her commitment to public service and regional development.<\/p>\n

Laura’s collegiate tenure at San Diego State University stands as a testament to her leadership and athletic talent. A track and field scholar-athlete, she not only excelled academically but also served as the Track and Field Team Women\u2019s Captain. Her senior year was marked by her representation of all female athletes in SDSU sports, showcasing her ability to lead and advocate for her peers.<\/p>\n
Beyond her professional and civic engagements, Laura remains deeply connected to her roots. Married to JP and a mother of two daughters, Laura’s familial ties and upbringing\u2014her father serving as a police captain for El Cajon Police Dept. and her mother overseeing the Veteran\u2019s Affairs Dept. at Grossmont College\u2014underscore her values as an advocate for public safety and girls\/women’s sports.<\/p>\n

Laura\u00a0Koval is a native East County resident and 26-year resident<\/strong> of District 3 in the City of Santee. She was born at Grossmont Hospital, is an El Capitan High School alum, track and field scholar-athlete, and graduate of San Diego State University. \u00a0Laura began her career in recreation as the Director of the Santee Branch of the East County Boys & Girls Club.<\/p>Concurrently working a part-time position with the San Diego Padres, Laura made the move full time in the mid-90s and as the Director of Ticket Customer Services she led the planning, development and management of a service and retention team including contact center\/call center, loyalty programs, CRM (Customer Relationship Development), website content, customer communications, staffing, training, service standards, surveying and budget development\/management\u2026 and helped open a new ballpark.<\/p>
After a 25+ year career in professional sports, in 2012 Laura joined the Padre Dam Municipal Water District as Customer Service Manager and led the teams responsible for integrating new CIS\/billing software in tandem with a move to monthly billing delivering the upgrade on time and under budget.<\/p>
In 2014, Laura was promoted to the Director of Park and Recreation for Santee Lakes Recreation Preserve and successfully launched the Park\u2019s Dynamic Vision Plan (DVP), a unique take on a traditional Master Plan. With the DVP serving as a guide, Santee Lakes has reinvested over $2M in its thriving park and campground over the last 2 years.<\/p>
Laura is a former military spouse, is married to a great guy (JP), and is the proud mom of two adult daughters.<\/p>
