This 2-story, 12,500 sq. ft.<\/span> facility is designed as a flexible use space and will allow us to program and accommodate all ages and interests, including seniors and children\/teens. As a founding member of the Highway 52 Coalition and serving as the East County Borders Committee Representative and SANDAG and MTS Alternate, Laura opposed the VMT tax<\/strong> and advocated for funding Highway 67 safety corridor improvements and the Highway 52 truck lane expansion. Laura will continue her work on Traffic Solutions for Santee<\/strong>.<\/p>\n

\u00a0Besides voting to approve the Sustainable Santee Climate Plan as a measure to address climate cycles and personally facilitating a grant for 250 trees<\/strong> to be planted in our City, Laura led the charge to make all Santee Parks smoke free.<\/strong><\/p>\n

Reducing GHG in our area is tied to idling cars on the Highway 52 commute. Addressing traffic chokepoints<\/strong> around Santee, especially those related to the City of San Diego Sycamore Landfill truck traffic on Highway 52, is a must.<\/strong><\/p>\n

<\/strong>Laura serves as alternate on the Riverpark Conservancy Board <\/strong>and supports the joint effort with the City of San Diego to improve the trailhead near Big Rock Park. As the recently retired Park Director of Santee Lakes<\/strong>, she has working knowledge of many environmental and wildlife matters and is a champion for proper protections that aren’t associated with CEQA abuse for personal, financial or political gain.\u00a0<\/p>\n

\u00a0Public Safety<\/strong> is a Top Priority<\/strong> for Laura. She serves as Chair of the Santee-Lakeside Emergency Services Authority and Vice Chair of Heartland Communications Facility Authority. She also attends Transfer of Care meetings with Grossmont Healthcare and other agencies. Her work has led to local control of key City emergency services and helped add more ambulance services to Santee.<\/p>\n

As the daughter<\/strong> of a police officer<\/strong>, she continues to have strong relationships in the law enforcement community and agrees that the established approach to address homelessness and crime in California has failed. She was outspoken against the County plan to construct a 120 bed homeless village in Santee and championed the no-combustibles\/no-camping ordinance in the riverbottom. Concurrently, Santee has allocated millions towards emergency fire protection measures along the corridor to protect our homes, businesses and environment. Laura believes in investing in service providers with proven results to assist those in need, but also understands how State laws have negatively impacted our ability to help those that refuse. Mental illness combined with drug addiction fuel the cycle of chronic homelessness. Laura favored the Care Court Act as a first significant step to address this root cause.<\/span><\/p>\n

Laura believes in technology solutions that make interacting with government easier. After her election in 2018, she was the proponent to move away from our paper-heavy processes and invest in an online solution.\u00a0 The City rolled out an all-inclusive software program that includes a MySantee<\/em> app<\/strong> available for\u00a0 basic functions like development permitting and review, inspections and compliance, and requests for city intervention related to graffiti, street lights, roads, etc. Additionally, this software is a one-stop destination for community events, parks and recreation, SanteeTV<\/strong> (the City effort to improve information-sharing and accessibility) and other City business.<\/span><\/p>\n

Laura has supported the largest investment in Santee roads and infrastructure<\/strong> in decades including streets, signs, curbs and gutters, ADA pedestrian ramps, storm drains, sidewalks and driveways. She was there when we broke ground on the Mast Park<\/strong> improvement project and is currently focused on Big Rock Park<\/strong> rehabilitation. She serves on the Santee Community Center<\/strong> subcommittee, which is funded and at 90% complete design, and is sharing her vision and expertise for the newly established Arts and Entertainment District<\/strong> in our Downtown.\u00a0 While some businesses are closing shop or leaving the state entirely, doing business in Santee has become desirable. Laura is proud that Macy’s, Chuck E. Cheese, Trader Joes, Chevrolet dealerships and a service center, a winery, Soapy Joes, Coffee ‘n Talk, WoodSpring Suites, and multiple other local business owners have reinvested and\/or come to town in recent years. Our council and staff works hard to make Santee a premier destination for those that want to Due More, Due East!<\/em><\/strong><\/span><\/p>\n

Although her professional career began working with children at the El Cajon and Santee Boys and Girls Clubs, Laura has spent hours listening to senior’s concerns and will continue to advocate on their behalf. She pushed for a new retention wall behind Greenbrier<\/strong> Gardens<\/strong>, addressed new development parking and noise concerns at Pleasant Valley<\/strong>, crosswalk and access concerns at bus stops on Mission Gorge, and attended Neighborhood Watch<\/strong> and other events at Meadowbrook. In recent years, council invested over $2M in improvements to our softball fields<\/strong>, Laura worked with the Santee YMCA to address privacy-concern solutions for youths in their facility, and she (as a former D1 athlete) is an advocate for protecting Title IX so that biological women and girls have access to the same academic and athletic opportunities as biological boys and men. <\/span>Laura will continue to champion and celebrate seniors and children in our community.<\/p>\n

Notable women throughout the region\u00a0were\u00a0recognized at the event and the most outstanding nominees\u00a0were\u00a0selected as the 2018 WILL Awardees. Nominees are\u00a0San Diego County residents who have demonstrated exemplary character,\u00a0integrity\u00a0and outstanding\u00a0leadership, not only in their field, but in their community. Previous awardees include Gaslamp Quarter entrepreneur Ingrid Croce; District Attorney Bonnie Dumanis; prominent San Diego businesswoman, Patti Roscoe; CEO of Girl Scouts San Diego, Jo Dee Jacob; and San Diego\u2019s former First Lady, Rana Sampso<\/em>n.<\/p>

ABOUT LAURA KOVAL<\/strong><\/span><\/p>

I am running for Santee City Council District 3<\/strong> to share my proven leadership<\/strong> skills with the City of Santee.<\/p>

My campaign is based on the support and faith my family, neighbors of the last 26 years (District 3), friends and coworkers have shown in me. <\/span>
I believe Experience Matters.<\/strong> <\/span><\/p>

With a looming budget shortfall of $800,000<\/strong> next year, our City is facing real budget issues that need to be solved. I am a Problem Solver.\u00a0\u00a0<\/strong>I have a 30-year successful track record of creating revenue and jobs in the nonprofit, private and public sectors.\u00a0 In fact, if you haven\u2019t been to Santee Lakes<\/strong> in a while, come and check us out! I\u2019m the Park Director<\/strong> and we are a self-sufficient enterprise operation, not funded by tax or rate payer dollars. I can bring the same visionary skills to public office.<\/span><\/p>

I believe in growing our community from within and supporting the local economy.\u00a0I have reviewed the City budget and plan to introduce new economic strategies. I don't believe the first solution to budget shortfalls should be increasing taxes.<\/span><\/p>

As a businesswoman<\/strong>, I will continue to support<\/strong> and grow the Santee<\/strong> economy from within. I have demonstrated my ability to\u00a0 create more\u00a0 jobs\u00a0 and\u00a0 a primary goal will be to increase revenues for our City.<\/p>

As an innovator<\/strong>, I created strategies resulting in record enrollment numbers for the Santee Boys and Girls Club<\/strong>. At the San Diego Padres<\/strong>, I created an analytics system which resulted in one of the top Season Ticket Holder renewal rates in all Major League Baseball.<\/p>

As an\u00a0economic strategist<\/strong>, I have held the\u00a0 responsibility of a 50M+ budget and employee payroll<\/strong>. At Santee Lakes<\/strong>, I implemented pricing strategies that increased revenue 20% and reinvested $2M in the Park<\/strong> over the last 2 years.<\/p>

As a mom<\/strong>, I will continue to advocate for strong public safety<\/strong>.<\/p>

As a 26-year resident<\/strong> and community advocate, I serve on the Santee Chamber<\/strong> Board, was active in the Stowe Trail<\/strong> Taskforce and am a member of the Santee School District<\/strong> Wellness Committee.<\/p>

As a citizen<\/strong>, I am an active member of the Highway 52 Coalition<\/strong> and am working with the City Council and community to escalate the fight for improvements to traffic congestion<\/strong>. I am not an advocate for unbridled growth, and have never received a donation from a developer.<\/strong><\/p>

For me, Santee is a blend of small town friendliness with modern amenities. The perfect place to have raised my children, and the community I want to invest my creativity, experience and passion.
